Boardwalk car parks

Trying to avoid the Disney car parking charges, when visiting either Epcot or Hollywood Studios, we normally park in the Boardwalk parking and catch a boat into the parks.
The other day, the car park attendant told us that they were only allowing 2 hours parking due to excessive demand for parking as a result of a convention. The alternative was to use the Valet parking service, which is $20 and allows full day parking (so no saving on the $18 theme park charge). Since it was a bit of a pain to drive around to the theme park car park, we took the valet service. But upon leaving later in the day, we noticed that the boardwalk car park was still half empty. So, is this a new policy to discourage the use of the boardwalk car park when entering the theme parks ? 
Even if we were visiting a Boardwalk restaurant, 2 hours could be cutting it a bit fine.

That's not good news at all. We often go to Boardwalk in the evening for a walk around, have a bite to eat and watch the entertainers.  It's especially worth going over the Christmas period to see the decorations in the foyer.
I wonder how they will police the two hour rule though - maybe just an empty threat to stop visitors parking all day.
